Austin Crowd is a private investigator in the loosest professional sense. He notices patterns everywhere. Unfortunately, he usually notices the wrong ones.

When Austin intercepts a sealed packet connected to something called Article 18, he becomes convinced he has stumbled into something much bigger than himself: a rooftop exchange, a leadership transition, missing records, polite threats, and a city full of people who keep telling him he is asking the wrong question.

They are probably right.

With help from a deeply unimpressed connector named Jules, Austin blunders through offices, receptions, back channels and official conversations where nobody quite lies, nobody quite tells the truth, and every answer seems to come with a form attached.

The deeper he digs, the less certain he becomes about what Article 18 actually is. But one thing is clear: someone powerful wants him to stop making noise.
